Telecommunications Regulatory Authority Launches Legal Affairs System to Enhance Procedural Efficiency
The Telecommunications Regulatory Authority has launched the Legal Affairs System with the aim of developing the legal work framework within the telecom and postal sectors, enhancing procedural efficiency, and strengthening transparency and governance. The system contributes to accelerating processes, reducing paper-based transactions, and improving the experience of beneficiaries and companies.
Among the key services provided by the Legal Affairs System is the automation of inspection procedures carried out by the Authority in the telecom and postal sectors. This includes the electronic documentation of inspection activities and seizures, recording and tracking violations, and issuing related decisions
The establishment of the Legal Affairs System represents a successful model for knowledge localization and national capacity building. The system was implemented by qualified Omani professionals both technically and operationally under the Nafadh Initiative, which targets graduates of telecom and network engineering. The Nafadh Initiative contributed to the qualification and empowerment of 94 national competencies in the fields of programming and technical development, helping prepare a number of them to become freelancers.

Regulations Issued for Registering Domain Names from Outside the Sultanate of Oman
The Telecommunications Regulatory Authority has issued regulations governing the registration of domain names from outside the Sultanate of Oman. These regulations allow institutions and companies outside Oman to register second-level domain names under (.om), (com.om), and (co.om), with the objective of organizing registration and usage mechanisms and preventing misuse of domain names.
The regulations define eligible categories for domain name registration by companies, institutions, and trademarks, governance Domain Names registration, enhance verification and credibility requirements, strengthen the role of accredited registrars, establish mechanisms for addressing violations by domain name registrants, and apply to accredited registrars and domain name registrants from outside the Sultanate of Oman.

Regulations Issued for the Development, Testing, and Operation of Digital Systems, Platforms, and Applications in the Telecommunications Sector
In light of rapid digital developments, digital platforms and applications have become a key pillar in developing the knowledge-based economy. Accordingly, the Telecommunications Regulatory Authority has issued regulations governing the development, testing, and operation of digital systems, platforms, and applications in the telecommunications sector. The regulations aim to unify all development, testing, operation, and hosting activities of digital systems and platforms within the Sultanate of Oman.
The decision ensures that digital systems, platforms, and applications in the telecommunications sector are developed, tested, operated, and hosted locally. It also mandates hosting all production environment components, including systems, platforms, applications, and data, within licensed local data centers. The regulations further outline the obligations of entities subject to these requirements across development, testing, and production environments, in addition to enforcing policies, controls, and international best practices in cybersecurity throughout all phases.
