The radio spectrum sector derived its roles and provisions from the Telecommunications Regulatory Act & Amendments issued by Royal Decree No. (30/2002) and its executive regulations issued by decision No. (144/2008), those roles are the basis for the spectrum management in the Sultanate of Oman in setting the general policy and regulatory framework for the general telecommunication services and the wireless telecommunication in particular.
Accordingly, Telecommunications Regulatory Authority issued the regulation organizing the registration and usage of frequencies and radio equipment and their pricing issued by Decision No. (133/2008) and the Regulation organizing the Radio Licenses by Decision No. (116/2019), which include the regulatory requirements, the technical and operational specifications in addition to the necessary terms and conditions for the use of frequencies. and radio devices for various radio services.
The Telecommunications Regulatory Authority also issues the required annexes related to the implementation of some provisions of the regulation organizing the registration and usage of frequencies and radio equipment and their pricing, in accordance with the latest recommendations and Radio Regulations of the Radiocommunication Sector of the International Telecommunication Union and relevant international organizations in order to meet the requirements of the telecommunications market in the Sultanate of Oman.
It includes a list of radio services and devices that are exempted from frequency spectrum fees and from radio licensing requirements, which the TRA reviews periodically in accordance with international best practices and the continuous development in communication technologies
It includes a list of short-range devices, which are fixed, mobile, or portable stations equipped with a radio frequency output connector and a dedicated or built-in antenna. Applications include remote commands, tracking and tracing applications, data transfer, meter reading, asset tracking, and hearing aid assistance, motion monitoring, warning, remote control, induction devices and many other applications. These devices can employ different types of inductive systems.
It includes the technical specifications for short-range radars, which are defined as devices within the general category of sensor systems used in automobiles that provide collision mitigation capabilities in addition to traffic safety applications.
It is a transmission technique that uses a wide range of frequencies that allows the process of transferring and exchanging a large amount of data and providing faster download and upload operations. Examples of systems: Wireless Access System / Wireless Local Area Network (WAS / RLAN)
The on-board mobile communication system provides passengers with the ability to use their personal mobile devices during specific stages of the flight. Access to mobile communications on board of aircraft is provided by one or more internal PICO-CELL base stations.
It includes a list of safety services systems and the frequencies/frequency bands allocated to them that are exempt from radio licensing fees, which the TRA reviews periodically in accordance with international best practices and the continuous development in communication technologies.
It contains Technical Specifications for the Operation of Private Mobile Radio Equipment (PMR 446), which are radio license-exempt devices available for commercial and personal use in many countries. They are also non-programmable device and operate in the frequency range (446 - 446.2 MHz) and quality approval must be obtained before use.
The term “Special events” can be defined as events held by local or international entities within the geographical area of the Sultanate of Oman for maximum period of fifteen calendar days (< 15 days). For instance, this definition is applicable for special events like: football match, sports racing games, national day celebrations, different types of exhibitions …etc. This category of license can be applied by any organization from both sectors governmental and private. Moreover, there is no restriction that the organization shall be registered under the Ministry of Commerce & Industry.
This annex contains the technical specifications for the frequencies and radiation power that are allowed to be used for flying drones for some applications, in addition to the regulatory conditions that must be followed to fulfill the conditions for exemption from the radio license and to comply with the safety standards roles and procedures required by the Civil Aviation Authority.
Regulation on the regulatory provisions along with technical & operational parameters on the Operation of Aircraft Earth Stations (AES) On Board Aircrafts in the frequency band (14-14.5 GHz) via recognized GSO satellites that provide Fixed Satellite Services (FSS) and Aeronautical Mobile Satellite Services (AMSS).
