TRA Publishes Its Regulatory Position on the Regulations for Developing, Testing, and Operating Digital Systems, Platforms, and Applications in the Telecommunications and Postal Services Sectors

Amid accelerating digital transformation, digital platforms and applications have become a cornerstone of the knowledge economy, contributing to national competitiveness and supporting digital innovation. In alignment with Oman Vision 2040, which places strong emphasis on digital transformation, innovation, and cybersecurity, the need emerged for clear and comprehensive regulations governing the development, testing, and operation of digital systems and platforms.

Accordingly, the Telecommunications Regulatory Authority issued regulatory controls for developing, testing, and operating digital systems, platforms, and applications in the telecommunications and postal services sectors. These controls aim to localize development, testing, operation, and hosting activities within the Sultanate, support the digital economy, build national capabilities, protect data, and enhance cybersecurity.

The Authority launched a public consultation on the draft regulations from 15 October to 11 November 2025, followed by the issuance of its regulatory position on 22 December 2025, which was published on the Authority’s official website and communication channels.

The Authority received feedback during the public consultation from several entities, including Connect Arabia International, Oman Data Park, Awaser Oman and Partners, National Technology Group, and Talabat.
